The text you cited is clearly, and on its face, much more comprehensive than mere technology sharing.Section 224 of the NDAA in full:
This section would require the Secretary of Defense to designate an executive agent responsible for synchronizing cooperative efforts between the United States and Israel, including bilateral defense technology research, development, testing, evaluation, integration, and industrial cooperation. (H.R. 8800, s. 224)
In other words, it requires the DoD to appoint a liaison between the U.S. and Israel for defence technology sharing. I fail to see where it authorizes Netanyahu to become a de facto commander-in-chief of the U.S. military (or, for that matter, Donald Trump to command the IDF).
Is technology sharing of this sort a valid criticism of Israeli policy? Sure. But Baldwin appears to be trying to prove too much. (I'm sure Duh will look at me funny like I'm not seeing the very obvious, nonetheless.)
