Negative.... She is most likely changing the law to help future victims, but you can not change a law, then prosecute past crimes based on the updated law.  Some laws can be enforced ex post facto, such as registration for sex offenders, but in this case, they will not be able to prosecute him.

I want to say the years posted (99-17) was that time period in its entirety.  I don't think he went directly to that position when he graduated, which would have been 95 or 96.

He had some free time between a couple of covert operations.... So to speak.
