Several years ago, my elderly grandmother was in a Dollar Tree (or something like it) and standing at the cash register when she witnessed a few guys take a shopping buggy full of unpaid merchandise out to their car (plus their arms were full). She was horrified when she saw the cashier and nearby manager stand by and do absolutely nothing. She asked why they didn’t try to stop them or at least call the police, and she was told it was against store policy. The next day, she brought back her three bags full of merchandise and her receipt and said if the thieves don’t have to pay, neither does she, and they can keep the merchandise and refund her money!
