I've never been a fan of catch and release myself but the rationale behind the decision leaves me wondering...

Although there is no consensus as to whether fish are sentient beings, the truth is that by virtue of the precautionary principle, even in the absence of scientific certainty, when there are elements that preliminarily demonstrate the risk of damage to the environment, the intervention of the State is necessary

when i worked on the boat you could say we practiced a kind of catch and release..... we caught them... took them in... then released them at the auction block - for cash, to the highest bidder....
