Elon Musk, Peter Theil, Miriam Adelson, Bigelow Aerospace large donors like this. These people buy elections. Politicians get bought to pass laws and things like this. They get bought. I don’t know if they are the ones buying elections.

Idaho has been (nominally) conservative for some time... However, a significant number of celebrities own property in Idaho, mostly in Blaine County. (Think Sun Valley) I remember a couple decades ago, Barbara Streisand poured a BUNCH of money into the campaign of a candidate for the US Senate. His signs popped up everywhere, even in reliably conservative places.
