I meant to include a few remarks concerning this brief video in the OP, but I'll just post them here.
Which is that I do believe it is fine for an Open Air Preacher to have righteous anger and righteous indignation towards wickedness and sin, as long as he is able to maintain a biblical balance to where that street preacher still has charity and compassion toward the lost souls of men and women that he is preaching to. For there will be a time to rebuke sin and perversion and wickedness, and there also should always be a time to preach the Gospel, and to preach the Lord Jesus Christ. Furthermore, the banner shown in this brief video which says on one side: (Turn From Sin) and on the other (Turn To Jesus), I wholeheartedly agree with that message. Because Biblical Repentance in the context of mankind, is a Turning from Sin and a Turning to God.
