The Swine Flu vaccine program fizzled because there was no actual pandemic of swine flu and it was tied in media to Guillain-Barré syndrome.

The question was, why the halt the program after such a low number of reported deaths. There wasn't time to realize there was no pandemic.

Even during the panic, 3 deaths were enough to halt the program in nine states:

'WASHINGTON, Oct. 12—Swine flu vaccination programs in nine states and in Pittsburgh and its suburbs were suspended today, two weeks after they began nationally, after the deaths of three elderly persons who received the vaccine yesterday at a clinic in Pittsburgh.​
'Federal and Pennsylvania health on cials said there was no evidence that the deaths had resulted from the vaccinations. But they also said that the highly unusual circumstances of three fatalities among the patients of one clinic in such a short time required investigation.​
'All three patients are known to have had heart disease, health officials said. and autopsies showed that two died of heart attacks. The family of ‘ the third patient did not permit an autopsy.​
'After the deaths, swine flu immuni,alions were halted throughout Allegheny County, which includes Pittsburgh, and the Federal Center for Disease Control sent doctors to investigate.'​

"People were getting a little antsy—should we really be doing this? And then there was the identification of the rare side effect, Guillain-Barré Syndrome [in some vaccine recipients]—this is an ascending paralysis that occasionally occurs after viral infection and has not been associated with any other influenza vaccine [nor has it been found to be associated with the COVID-19 vaccines]. But it does appear, from the best assessments, that this was a rare side effect, maybe one in a million. And that occurrence was enough. That, along with the fact that there was no disease, led to the formal abandonment of the program. That was in December.

Then, what happened, as you know, there was a change in presidency—Jimmy Carter was inaugurated in 1977. There was an outbreak of influenza in a nursing home in Florida, not the swine flu, but A/Victoria influenza, the other flu that had been circulating. And the question came up: Should we start using this vaccine we have, to protect against A/Victoria? Because all the vaccines that had been produced that year were combination vaccines, meant to protect against both swine type and A/Victoria."

So according to Harvey Fineberg from Harvard School of Public Health a rare side effect combined with the fact almost no one was getting the swine flu (there was no pandemic) led to discontinuing the program. Of interest is the fact that they did not discard the vaccine. The pig flu vaccine was combined with another flu vaccine. So when there was an outbreak of this other flu in Florida they used some of the remaining combo vaccine to vaccinate people in 1977.
