So according to Harvey Fineberg from Harvard School of Public Health a rare side effect combined with the fact almost no one was getting the swine flu (there was no pandemic) led to discontinuing the program. Of interest is the fact that they did not discard the vaccine. The pig flu vaccine was combined with another flu vaccine. So when there was an outbreak of this other flu in Florida they used some of the remaining combo vaccine to vaccinate people in 1977. According to the guy who researched the issue in 1977 it is because there was no pandemic. No one was getting sick so very few were getting the vaccine. As I stated above the vaccine also contained the regular flu vaccine and when there was a flu outbreak in FL they did use the vaccine. So it wasn't really halted. The vaccine was used again in 1977.

Actually the swine flu had pretty much run its course and never impacted that many people. 1 person died from it and 13 were hospitalized. And the vaccine was not pulled as it was used in Florida the following year. Most considered it laughable to call it a pandemic.

A few soldiers came down with swine flu which could not be traced to any interaction with pigs and therefore was believed to be a dreaded human to human contact version. It was also believed by researchers that this was the strain of flu that killed millions in 1918 (it wasn't it was actually an avian flu strain). The president committed to getting 200 million Americans vaccinated (this was an election year). The pharmaceutical companies began pumping out vaccine over the summer. By this time everyone was beginning to realize this was not a pandemic after all. However, commitments had been made and it was an election year. They struggled to get individuals to get vaccinated because almost no one knew of anyone who had even gotten this swine flu. Three people died at one vaccine site who were elderly and had heart disease. Two were confirmed heart attacks and one was suspected heart attack (no autopsy). People at the time did not suspect these deaths were from the vaccine but it gave them reason to pause the vaccine for a "pandemic" that never materialized.

The vaccine was not destroyed nor was it's use on humans prohibited. When this vaccine was distributed it contained the swine flu vaccine as well as the vaccine for a common version of the flu that was circulating that year. You are correct he didn't investigate until about 9 months after it was over, but then I don't know of many investigations that take place until after the event they are investigating is over.

By the time the vaccine was being distributed they already had indications that they were wrong about the outbreak, however it was an election year, commitments were made, and the machinery was already rolling. Really not a good comparison for the COVID vaccine anyway. 1 dead and 13 hospitalized is a far cry from 611k dead and 34M infected.
