Pastor vs. Preacher
I don't have a problem with differentiating between pastor and teacher.  Or, even calling a teacher a preacher.  Personally, I believe preaching is simply proclaiming the Gospel (Mar 16:15  And he said unto them, Go ye into all the world, and preach the gospel to every creature. ).
Yes.
Thus, we should all be preaching.
i.e. teaching ;)
Teaching is definitely a gift.
I believe this. I also believe that one capably do things that they are not "gifted" in. We all should be teachers. Some will excel in this role.
However, when speaking of the leader of the church.  I would like to think that shepherding the flock is more than just public speaking to a mixed group and business management.  The bishop must be given to hospitality and apt to teach.
Maybe one is a shepherd and a teacher. Or maybe there is one who shepherds and one who teaches. Or maybe someone else (i.e. a non-staff member) fills the role of shepherd. Or maybe....

(Then again, I think the church should be run by a plurality of elders, all who are able to teach (even if that's not their gifting). Those elders would have a variety of giftings and would complement each other vis-a-vis strengths and weaknesses. I also don't think the Paul's lists of gifts/roles were ever meant to be exhaustive.)

I see your point.  However:

2Ti 2:24-26  And the servant of the Lord must not strive; but be gentle unto all men, apt to teach, patient, In meekness instructing those that oppose themselves; if God peradventure will give them repentance to the acknowledging of the truth; And that they may recover themselves out of the snare of the devil, who are taken captive by him at his will.

I guess we all are servants of the Lord, so this should apply to all of us - seeking to help others.  But, this passage is typically equated with the specific gifts and calling of a leader of a church (bishop/pastor) as Paul is instructing young Timothy for the ministry.

I also see the value in a pastor recognizing his own inability to handle a situation and asking another with more wisdom in that area to help a hurting Christian.  What I don't understand is pushing people out of your office after 5 minutes telling them to simply get fed when the food is served in the sermon.  I guess that is the pride problem that exists in so much of the IFB NADD (Not-A-Denomination Denomination).
