It depends on if law enforcement are conducting "emphasis patrols". A Washington State trooper pulled me over for doing 63 in a 55. Gave me a written warning. Some years later, a Garfield County (WA) deputy flat told me they were running emphasis patrol with zero tolerance on that particular weekend (Easter weekend). I was doing 68 in a 60.
