Boise, Nampa, Meridian, Eagle... That's what I call Ida-fornia. That part of Idaho is the go to area for people looking to escape California probably because the rest of Idaho is too rural for them. I've watched Boise descend from being a small city you could actually get around in to a total cluster. It doesn't surprise me that a problem like this has arisen. And the response is typically Californian: "The GOVERNMENT needs to do something!"
The reason Idaho limits the authority of local governments comes from 2020 when Moscow instituted a mask mandate and began arresting people for not abiding by it. Moscow wasn't the only municipality to enact a mandate but they were the only one to begin prosecutions over it.
