That is an excellent strategy.
We have partnered with other local churches in our county doing such since the 1980's.
We started with the old Liberty Godparent model.

I have been following this ministry  for a couple of years on FB and  podcast. The interesting thing about them is that they on have a congregation of less than 200 people and they are becoming one of the more influential ministries  in  Reformed circles. Either people  love them or are cautious of them.
Their main success, outside of Scripture, is their use of social media. They have produced content that ministers and have YouTube videos that are meant to be gospel tracts to different groups.  They have debated  many skeptics and atheists in public forums. They have embraced technology as a tool to be used for God.
