I can think of several reasons why select documents have not been released. First is that there isn't enough evidence to ensure conviction. Second is that without the evidence being presented to a jury its release opens up the door to defamation lawsuits. Third is that there is further risk to the victims as their information becomes public knowledge (it is doubtful that the victim went by their own name or that the rapist(s) are above seeking retribution). Fourth is that any release that doesn't result in trials and convictions will just add fuel to the fire of your already inflamed imagination.
