Assuming the proper method of church discipline is followed, yes. Whether restoration and repentance occur (the intended outcome), or disfellowship (still in hopes of reconciliation, repentance, and restoration), obedience by Christ’s church always “works”, regardless of pragmatism.

What's to work or not to work? If you can reconcile a sinning brother and he repents, good. If not, protect the church.
It's not really a "process" (which suggests a more theoretical approach to me), so much as a practical set of steps.

A former pastor and I were discussing church issues. I made the observation that we would have much less drama within the body if we were to take Matthew 18 seriously as a first option. He said that it is a good idea but that it doesn't always work. While it is true that it doesn't always lead to reconciliation, it always works. One outcome or the other but it will always change the specific circumstances at play. Which is exactly what Jesus said will happen.
The more common thing is to not follow what Jesus instructed and to make efforts to "work things out" leaving the core issue unresolved. For the sake of peace. A peace which is not actually peace.

As a Pastor I have followed the process a few times. Whether it works or not isn’t the question.
