You are correct.  The blessing is that God is not displeased with your covering.  If you purposely give men part of "the girls" to view, you have no reason to wonder why he was looking.

That which has been ingrained in us is the most difficult to overcome.

It makes us think we are being sinful or unfaithful when we don't dress in the acceptable manner. It makes us feel like we are in the wrong when we dress not to the standards.

Why? Because of the guilt that was laid upon us for not dressing in a certain manner. Because the fear that we would not be allowed to work our ministry. Because of the intimation that our leadership had over us, we wanted to be 100% loyal to the man of God.

We heard it so much that we just accepted it as Bible and thought we were dressing that way to please God.

We heard it so much we knew when we dressed that way it pleased the Man of God.

We allowed our sheepishness to be led without ever questioning or being allowed to question.

Not only on standards but on many other things also...

Just my .02 which probably is only worth a penny.

Looks like Paul had some of the same problems that we do.

Romans 7

1 Timothy 2:9-10  In like manner also, that women adorn themselves in modest apparel, with shamefacedness and sobriety; not with broided hair, or gold, or pearls, or costly array; But (which becometh women professing godliness) with good works.

1 Timothy 3:2  A bishop then must be blameless, the husband of one wife, vigilant, sober, of good behaviour, given to hospitality, apt to teach;

FYI..the bold is the same Greek word.

From Strong's κοσμιος kosmios kos'-mee-os
from 2889 (in its primary sense); orderly, i.e. decorous:--of good behaviour, modest.

Those are the only 2 instances of it being used in the Bible.

For to be carnally minded is death; but to be spiritually minded is life and peace. Because the carnal mind is enmity against God: for it is not subject to the law of God, neither indeed can be. So then they that are in the flesh cannot please God. But ye are not in the flesh, but in the Spirit, if so be that the Spirit of God dwell in you. Now if any man have not the Spirit of Christ, he is none of his.

Paul also explained earlier in Romans how to recon with the flesh.

Romans 6:11-14  Likewise reckon ye also yourselves to be dead indeed unto sin, but alive unto God through Jesus Christ our Lord. Let not sin therefore reign in your mortal body, that ye should obey it in the lusts thereof. Neither yield ye your members as instruments of unrighteousness unto sin: but yield yourselves unto God, as those that are alive from the dead, and your members as instruments of righteousness unto God. For sin shall not have dominion over you: for ye are not under the law, but under grace.

Paul's words do not give us an occasion to sin.  Paul lived both chapters.  Flesh vs Spirit

Why did you let the pig do that repeatedly? Particularly when he was a leader in the church. There would be nothing perverse for you to call him out on it.

And you prove what has been said, the responsibility falls to the sinner to stop sinning, not to the object of their sin.
