We learn a lot about the early church from the letters, and how Paul wanted things to be. But I don't take everything Paul says as "This is what the LORD says..." like you see in books like Deuteronomy.
If you require the phrase"This is what the Lord says.." before every statement, to consider it God's word' you have a very little Bible.
"All Scripture is inspired of God..." Did you forget about that?
Paul, speaking from the authority of God, through inspiration said, "2 Thessalonians 3:14 "Take special note of anyone who does not obey our instruction in this letter. Do not associate with them, in order that they may feel ashamed."
Paul distinguished his teachings as God-verified "2 Corinthians 4:2 Rather, we have renounced secret and shameful ways; we do not use deception, nor do we distort the word of God. On the contrary, by setting forth the truth plainly we commend ourselves to everyone?s conscience in the sight of God."
Peter said of Paul's writings and the other apostles "?This is now, beloved, the second letter I am writing to you in which I am stirring up your sincere mind by way of reminder, that you should remember the words spoken beforehand by the holy prophets and the commandment of the Lord and Savior spoken by your apostles? (2 Pet 3:1)"
Peter specifically identified Paul as one of them in chapter 4
ALL Scripture is "The word of the Lord..."
