I don't think he used the word 'fresh' but he clearly believed in Jesus' physical blood literally being on the Mercy Seat in the Temple in Heaven.

I still have my source material, and perhaps I'll look up the exact details. For now, my memory is that after McArthur stated that he thought Jesus' blood ran down to the ground and mixed with the dirt, and that nothing else happened, certain big names suddenly began preaching an essential doctrine that Jesus presented His blood in heaven, and it is still preserved there. The accusation was that for such an "essential" doctrine, it is odd that it didn't appear in any preaching until after the McArthur issue arose.
