Paul is talking about praying for different kinds of people for the specific purpose of bring salvation to God's elect. He is using kings and those in authority as examples .
Recovering is never happy... even when we pray for our country!!! We are doing it all wrong! Perhaps we should stop all of the praying nonsense since we cannot get it right!
Seriously now, Paul wants us to pray in various ways for our earthly authorities. For their salvation? Sure. For that only? Nope.
Paul moves from General to Specific. He is not just using the authorities as examples of different kinds of people, he wants to make sure that we don't neglect praying specifically for the authorities! This who have direct control over ability to live in peace.
